Fixed rosdoc - added theme #78

I should have run rosdoc_lite . and tested this for the first PR, but I thought it would have been simpler. Now I have tested it locally and it seems to work

Also: Moved documentation to root package folder Removed unused dynamic reconfigure dox - I'm pretty sure this is not used anywhere and is some old relic
