Simplify PRBT & Move ikfast plugin away #79

This must not be merged without making the ikfast plugin available in a different place.

You also removed several tests in prbt_support. Was that intended?

Please see the commit message that removes these tests.

Closing as we resolved the circular dependency issue by keeping moveit_resources part of the CI target workspace.
