Fixed Travis for Kinetic #715

Allowed failures is required because OMPL is not released yet

Actually both tests pass.

That's surprising - seems like Kinetic has been synced (or at least OMPL) without any email notice from @tfoote.

I just updated this PR to not disable the non-shadow-fixed test
