Exporting of TinyXML2 library to dependant ament packages #54

I was getting linking errors with downstream packages not able to find the TinyXML2 objects. When digging though the CMake here it looked like the library was not being found correctly and exported to downstream projects.

@jdlangs is currently working to port my codebase to ROS2, so anything he needs, I approve of.
