Handles changes from Engineering East (~upstream pull of Aptos).

Motivation and Context

This should help resolve incompatibility issues experienced with the Aptos CLI and is necessary to keep deployments synced.

Changes Made

Merges from aptos-submodule subnet-move and includes several interior updates for compatibility.
