Switch the MCR client to Eth #538

Suzuka node still uses the mock MCR client by default.

Once we are confident that settlement works in #460, switch the feature flags required by suzuka-full-node from mcr-settlement-client to use the Eth client.

Marking as suzuka:decentralization. Even though we have a requirement to ship with some form of settlement on ETH, ensuring this is MCR is only necessary for decentralized rollout.
