Summary

Add the ability to force the accepted value of an attestation at a given height.

Under the Bilbao Model, this allows for more complete control of a settlement domain and thus state.
Under the Biarritz Model, this allows similar control, but should be reserved for when said model is intentionally deployed as a genesis period.

Implementation Recommendations

Added an accepted state view that considers an additional mapping from the admin.
