Add ETH Bridge Fee specified by Relayer #887

Adds a parameter to Bridge Solidity Contract specified by the Relayer that charges bridgeFee amount of the move token.

Changelog

uint256 bridgeFee parameter to completeBridgeTransfer and batchCompleteBridgeTransfer
initializes maintainer to feeCollector
setFeeCollector
transfers collected fees all at once.

Testing

This will be tested once we reach an agreement on how to approach charging fees.
