[x] add folders for all jurisdictions (mm)
note that folders can only be pushed to repo if they contain a file (true for all folders/subfolders)
[ ] modify subfolder structure to parallel other projects, and pull info from google drive into these: (mm)

Other (for miscellaneous stuff -- only if needed)
[x] add issues for all jurisdictions (mm)
label as appropriate
create new labels for "no pursuits", "no data", "unusable data" (mm) and use as appropriate

counties with no usable data (neither incident level or agreggated):

ferry
island
klickitat
lincoln
pacific (weird pdf)
pend orielle
san juan

@shiraidris007 would you pls add a few words to explain the reason the data are unusable for these counties? Thx!

@shiraidris007 also, I see that Lewis does have usable data -- so I've deleted that row from your list above.

@shiraidris007 all of the agencies you list above do have data -- it's just in pdfs and there was so little I didn't make up an excel file for them.

I've added folders to the repo for all of these, with their correspondence. Also posted issues for each with what needs to be done.

I've also added folders/issues for the outstanding agencies that you hadn't listed above.

You can view all of the remaining agencies that need work on the project page -- agencies that still need data to be transcribed and added to repo are in the "Backlog" column.
