original data: rms extract + incident reports (with systematic data), pdf, 3+ vars if we want to code up the incident reports

@moxboxwa where police departments are sending the individual reports from specific incidents, do you want me to put those files into the "Data" folder or the "Summaries" folder? I have been putting them in Data for now.

Note the incident summaries are clearly some kind of online form and they collect several types of information in closed form categories, so it would be worth knowing whether these forms are read into any kind of analytic software, or just printed out for review.
