original data: rms extract + annual summaries, xls + pdf, 3 vars in xls, but many more in the annual summaries

The annual summary reports indicate there is a separate RMS used to "record statistics" for pursuits. The name of that system changes over the years:

2023 (!!):

2023 seems a bit odd -- they go from a named rms (like "Benchmark") back to stone age tools. I'm skeptical.

@moxboxwa okay, I will submit a 3rd PDR. The data from the second PDR is in and uploaded. The pursuits are highlighted in green.

@hejokelly let's chat b4 you submit. not sure how to word this most effectively, and if i haven't seen all the data yet i should do that b4 we take the next step.

@moxboxwa we agreed I would ask them to confirm they no longer have an RMS for pursuits based on the reports provided regarding how they record data.

@hejokelly we need clarification on their RMS: did they stop using the Benchmarks Analytics system and revert to handwritten forms?
