original data: RMS extract, 3 different formats, very few vars. needs clarification

@hejokelly the data they sent will definitely need some clarification.

@moxboxwa Zenna sent an initial clarification: "Yes, If you scroll to the right a bit, one data set represents incidents and the other cases. Incidents do notrequire reports where cases do." I've asked for more info on the practical distinction there. She also provided the dispo codes. See correspondence file.
