Grafana 11.1 uses browser scrollbar instead of grafana scroll bar

What happened?

I opened grafana in edge and firefox, and the scrollbar is the respective scroll bar from the browser is used.

What did you expect to happen?

The grafana scrollbar should be used

grafana 9.x

How do we reproduce it?

Open a grafana web page with scrollbar
