Fix API promotion displaying 1 instead of locale #1030

This happens when there are no results, because the global $locale gets overwritten e.g. https://transvision.mozfr.org/?recherche=foobar&repo=all_projects&sourcelocale=en-US&locale=it&search_type=strings
