Copy updates to Datasets page #392

What's changing

  1. Providing more information about datasets requirements in empty state using copy from documentation.
  2. Replaced the placeholder text on datasets page header with copy reiterating accepted file format.

How to test it

  1. See the copy in empty state (when no datasets are provided)
  2. See the copy under the page header when datasets are provided.
