Cleanly separate the user profile schema from the rest of the code #161

[x] Auto namespace all claims
[ ] Move schema (used for validation) from CIS repo to a new User Profile Schema repo
[x] Show the schema on https://sso.mozilla.com/claims/
[ ] Load the schema in CIS (copy or automatic)
[ ] Load the schema for claim auto-namespacing in the Auth0 namespacing rule

This helps knowing where the source of truth for the schema is and allows various parts of IAM to load the same schema. It also communicates the schema to all RPs (or anyone who cares really)
