Updated Readme.md
Removed Makefile that is no longer used
Removed S3 Transfer method from dashboard/models/tile.py
Removed Dynamo Transfer method from dashboard/models/tile.py
Added CDNTransfer method to dashboard/models/tile.py
Removed all references to alert in the codebase this included:
dashboiard/models/alert.py
dashboard/static/img/alerts
dashboard/static/css/base.scss
