Migrate off of ci-docker-bases for CircleCI jobs #10

This project is using Docker images mozilla/cidockerbases:rust-2022-04-23 and mozilla/cidockerbases:docker-2022-04-23 for CircleCI jobs. On October 1, 2022 (less than 30 days away), the mozilla/cidockerbases project will be archived and the docker images will cease being updated. See https://github.com/mozilla/ci-docker-bases/issues/322 for examples of projects that have successfully migrated away from mozilla/cidockerbases.

We've now stopped updates to mozilla/cidockerbases:rust-latest.
