Create email copy for Pontoon clean up OKR

The following emails are required for the Pontoon clean up OKR:

• [x] Draft email communications to the managers to focus on inactive projects and prioritize them by reducing pending suggestions and/or disable inactive projects.
• [ ] Send an email to the identified communities (those with contributors sans active managers) to inform:
  • [ ] Identify new manager candidates for these communities.
  • [ ] Reach out to candidates to ask if they're willing to become managers.
  • [ ] Update locale permissions.
• [ ] Email to newly promoted translators/managers on the goal of reducing pending suggestions.
