add French marketing guide; add entry in summary doc

• add the marketing guide in French based on this doc
• update summary file to include an entry

• I hope to have caught most of the curly quotes.
• I tried to make sure the styles are consistent throughout so you will see slightly different formats here and there from the doc.
• Some tables don't have a header. I added them so I could create the tables. I will ask Malcolm to add them in and I will make edit accordingly. If you have suggestions, do let me know.
• Feel free to make comments in the G'doc.
