add style guide in Russian #148

Per community's request, they will review the style guide after it is translated based on the English Firefox Marketing Guide.

Ping community to review the content
Once content is approved, Peiying will create the image
Add image file to image folder, update Readme and Summary files
Check formatting error before Jeff for final check.

@gueroJeff My initial attempt was to include edits to add ru in README file in one PR (I will create one separately). For this, we can merge. I am also considering removing the image.
