Maybe Mapbox is a good alternative, pretty sure they use OSM data.

I suggest we backlog this until post pilot. We're launching a prototype to a very small audience. I'm sure legal have much bigger concerns with our project aside from the chosen mapping solution including some closed proprietary code. Let's try not to get hung-up on small details at this stage :)
