At the moment if Localizatin setting is off and the app is launched, it is not going to find any virtual beacon. User would need to enable localization so that the virtual beacons are discovered but there is not any warning about that.
It would not be a common scenario since other apps use localization and normally that setting will be on, but just in case and if possible to implement it would be good to have that warning
