Close all tabs doesn't work [Bug] #3497

Steps to reproduce

Open a few tabs.
Close all tabs via the Tabs menu.
1. Expected behavior All tabs are closed.
2. Actual behavior It appears that the Tabs were closed, but as long as you navigate to another screen and come back to the Home screen, the tabs are there. This happens both navigating to a new site via the Search bar, and to another in-app screen, like settings.
3. Device information

Android device: TP-Link Neffos C5 Max (Android 5.1)
Fenix version: Build #11651812

Fixed in#3502 and confirmed working on Fenix 1.0.1924 (Build #11660624
