Unable to sign release builds: autograph returns file of size 0 #286

Steps to reproduce

Run ./tools/sign_release.sh --test

Expected behavior

Build is built locally, sent to autograph, and a signed build is returned from autograph.

Actual behavior

Build is built locally, sent to autograph, and a file of size 0 is returned from autograph.

We haven't changed anything in a while so I think autograph must have changed.
