Having this feature would be extremely useful accessibility-wise to scale up, but also for those who wish to scale down sites by default (e.g. to 50% or even less). For example, to have pages display as a tablet/desktop view, rather than a phone view. In my experience, sites often hide features and navigation elements, making pages harder to use, despite having a retina device that’s capable of displaying the full page. On loading a site in Firefox iOS, the first thing I do is adjust the Zoom level to reflect what’s usable, and for me, that is typically 50% under the current settings.
On that topic, it appears that Zoom levels are customisable and persist for a given domain, but there isn’t a central UI to review or adjust these settings. Perhaps that’s something that could be added alongside a default Zoom setting for all sites.

With my small iPhone 12 mini I need to adjust the zoom level for every new page I visit..

There doesn't seem to be a lot of support for this request, but I'd like to add mine just the same. Gen X and older millennials — the first generations of the internet era — are well into their 40s and 50s at this point, and aging into presbyopia. I'm one of them. If you want to keep an allegiance to Vivaldi across platforms — and that allegiance is warranted in most respects — then it's almost insulting to not have this feature available already. I'm a longtime user of Vivaldi on the Macbook, but I just converted to the iPhone over Android. I immediately ditched the Safari browser so that my iPhone and Mac could be in sync with Vivaldi. But I'm at the point where I'm prepared to ditch the browser on both platforms in order to use a browser that recognizes its user base isn't a bunch of kids. I'd like to grow old with Vivaldi, but if you can't make available a simple feature like a default Zoom setting for ALL web pages — well, I just find it a bit disappointing, and maybe a great deal shortsighted (pun intended!)
User Problem
The page zoom feature is a huge step forward for accessibility. This was keeping me from using FF as my primary on iOS devices. But it is only a per site setting. I would like to see this expanded as a default setting as per Safari. I use an iPhone mini and iPad mini and have to scale everything up text wise where I can (Dynamic Text is sadly not universally supported)
Ideas for Solution
Add a program wide setting to change the default zoom to something other than 100% for all pages.
I am rather curious if there's common difficulty this implemented. Is this an Apple issue as it feels like other browsers have been very similar (recently has page zoom, no way to set program wide default). Or is it really just priorities/resource?
