The UI triggers to switch to PBM are misleading #15921

Steps to reproduce

The "obvious" steps for me to switch to private browsing mode are:

Click the "tabs" icon (i.e. the square with the number in it)
Click on the mask icon, observe that the screen says "Private Browsing" telling me that I am now in private browsing mode
Click "Done" safe in the knowledge that I've succeeded in my task.

Expected behavior

I should be in PBM

Actual behavior

I'm actually in normal browsing mode.

Device & build information

Device: Tested on iPhone 11 and 11 Pro, iOS 16.6
Build version: 115.1 (32781)
First seen version: Has existed for some time

This screen looks like I've successfully switched to PBM, so I can click "Done" to begin browsing privately.
