Clear private data toggles remain enabled after clearing data. #16636

Steps to reproduce

Go to Settings/Data Management.
Tap on Clear Private Data and select OK from the pop up message.
Switch off some toggles (like Browsing History, Cache)
Expected behavior

We need to clarify what is the desired behaviour here. I would have expected that every toggle to be disable giving that we already cleared everything.

Actual behavior

The toggles cleared remain enabled. After switching off the toggles, Clear Private Data button reactivates.
