Create CompactBrowserAddressToolbar #19089

Implements the toolbar UI for compact horizontal size classes. CompactBrowserAddressToolbar inherits from BrowserAddressToolbar.

Alina Moldovan the compact toolbar is displayed on iPhone in portrait mode.

The ticket was validated using v9000 (44362), iPhone 15+ (17.5.1), and iPad Pro 4th gen (17.2).

Confirming the compact view is displayed on iPhone in portrait mode and iPad portrait mode, with stage manager enabled and a reduced window dimension.
