An unsightly animation occurs when the download toast message is updated #19093

Steps to reproduce

  1. Navigate to a website and choose to download a document
  2. Check the toast message

Expected behavior

The toast message is correctly updated with the button redirection to the Downloads section

Actual behavior

Check the toast message

It seems we have a DownloadToast showing, then another type of toast is shown once the download is done?
