Fix collectionView flashing old layout after moving tabs #19186

Steps to reproduce

  1. Open three tabs in tabs tray, e.g. http://Amazon.com , http://olx.ro and http://ebay.com .
  2. Move http://ebay.com to the second position, where http://olx.ro is and observe.

Expected behavior http://Ebay.com correctly switched positions with http://olx.ro , the thumbnails are displayed accordingly, only one tab is focused.

Actual behavior http://Ebay.com correctly switched positions with http://olx.ro , but there is a moment where the old layout flashes before updating if you select the tab quickly after moving.

Verified as fixed on v9000 (41688), with iPhone 15 (17.4).
