Add border to address toolbar #19387

Based on placement(top/bottom) of the URL Toolbar, there are specific rules for border of the URL and Navigation Toolbar.

Top Placement of URL Toolbar: For light and dark mode, border color of URL Toolbar is visible only on scroll. (design choice) For private mode, border color of URL Toolbar is always visible. Border is displayed only at the Bottom of toolbar

Bottom Placement of URL Toolbar: For all modes, border color is always visible. Border is displayed only at the Top of toolbar

For QA: This can’t be tested only after the new toolbar is getting integrated into Firefox.

Validated on v9000 (44683), with iPhone 15 (17.5).
