Update handling of Night Mode across multiple windows #19842

Need to investigate how Night Mode currently behaves across multiple windows and make any necessary updates, if needed. Currently it appears that Night Mode may affect all windows, but it’s uncertain if this is the desired behavior or if we should make Night Mode window-specific.

Update/note: need to do a bit more investigation but it is likely that Night Mode should, in fact, apply to all windows, in the same way that switching manually between dark or light theme currently will apply to all windows.
