Create data store for these feature triggers.

We want to use the behavioral targeting as the trigger instead of creating a data store.

Implement the trigger for when the user views the homepage / new tab. Add the trigger to our messaging configurations for testing.

Trigger should occur alongside this Glean event ( https://dictionary.telemetry.mozilla.org/apps/firefox_ios/metrics/firefox_home_page_firefox_homepage_origin ). Experiments.shared.recordEvent("homepage_viewed")
