[iPad Multi-Window] User is able to update the account settings simultaneously from two FF windows #20494

Steps to reproduce

Make sure you are logged into the app using the FF account
Windows1: Navigate to the account panel
Windows2: Navigate to the account panel
Windows1: Update the sync settings
Windows2: Update the sync settings
Windows1: Close the account panel
Windows2: Close the account panel
Check the behavior

Expected behavior

The user should not be able to update the settings simultaneously from multiple windows

Actual behavior

The settings are incorrectly saved

Validated as fixed using v9000 (42550) and iPad Pro 4th gen (17.2)
