[iPad Multi-Window] Block images settings is not applied on both windows even if the toggle setting is correctly migrated #20529

Steps to reproduce

Window 1: Navigate to Settings and enable the 'Block images'
Open the second FF window, open a web page containing images
Window 1: Check the toggle state

Expected behavior

The images are Blocked

Actual behavior

The images are not blocked. The 'Block images' toggle is enabeld.

Device: iPad Pro 4th Gen 17.2
Build version: v9000 (42407)
