[iPad Multi-Window] Tab pick-up CFR is displayed in both FF windows on the same time #20744

Steps to reproduce

Fresh install the FF app
Open two FF windows
Choose to log into the app using a QR code from the desktop app Make sure that at least one tab is already opened on the desktop app)
Check for the Tab Pick-up CFR

Expected behavior

The CFR is displayed only on the active FF window

Actual behavior

The CFR is displayed on both windows

Device: iPad Pro 4th Gen (17.2), iPad Air 3rd Gen (17.5), iPad Pro (16.4.1)

Note: this is the expected behavior for the MVP. Per team discussions the CFR behavior was largely left unchanged for this release, which means in some scenarios the same CFR may appear on multiple windows etc.
