[Tab Tray Refactor] Incorrect selected tab highlight after undoing a closed tab #20850

Steps to reproduce:

Open 3 tabs
Open the tab tray
Close tab 1
Undo

Expected Behavior:

Currently active tab remain selected and highlighted (In this case Tab 3)

Actual Behavior:

The previous tab is highlighted and selected (Tab 2)

Verified as fixed on v9000(43516) with iPhone 14 Pro Max (iOS 16.2).
