Hide new tab button on homepage #21083

The ‘+’ new tab button will only be available when the user is on a website. It should be hidden for iPhone landscape and iPad for all toolbar states except for website.

Validated on v133 (47038), with iPhone 15 (17.6).

In landscape mode, the “+” button is displayed. Moving the ticket in “to do”.
