iPad windows without tabs show up blank instead of the homepage

Frequently on iPad the homepage is rendered at blank. If the user taps in the location bar it auto-corrects itself, and if they then tap back (to dismiss the location editing) the page appears as normal.

Repro steps:

1. Launch iPad app, open 1 window
2. Open 2nd window
3. If needed, close all tabs (leaving only homepage) on 2nd iwndow
4. Close 2nd window
5. Re-open 2nd window

Expected: the homepage is displayed in the 2nd window

Actual: the homepage is rendered blank unless the user taps in the location bar etc.

Note: actually this seems to be part of a broader problem, it looks like tab restoration may be broken for secondary windows on current main. This might be the same underlying issue so these two tickets should probably be investigated together.
