Add a developer override for Mozilla Accounts pairing #21127

From time to time, Mozilla Accounts developers need to test/develop on iOS and typically use the simulator to do this. When testing pairing signin, the QR code has a URL that is needed. Adding an option to provide the URL manually would help make it easier.

We would keep it hidden until the 5-taps on the about menu item is clicked. Similar to those entries, I don't think we need designs, just something functional - this is for internal developers to aid in debugging.
