Suggested sites on home should appear without latency on first launch #21273

When launching the app for the first time and finishing the onboarding, the top sites should appear immediately without latency. Currently they load in incrementally.

Current Situation:

Latency should be reduced, but it is not removed entirely. You will still see the individual icons load in but it should be faster than the video.

Validated on v131 (45403), with iPhone 15 (17.5).
