Enhanced tracking protection is still visible when turned off from settings #21423

Steps to reproduce

  1. Open tracking protection. Notice Enhanced tracking protection is visible
  2. Open privacy settings
  3. Turn off Enhanced tracking protection
  4. Go back to tracking protection view

    Expected behavior

    Enhanced tracking protection switch should not be visible

    Actual behavior

    Enhanced tracking protection switch is still enabled

    • Device: iPhone 15, iOS 17.5 simulator
    • Build version: 130.0
    • First seen version: Yes
