Investigate uptick in hang exceptions

There has been an uptick in hang exceptions starting around August 14th

I wasn’t able to directly reproduce the hang on v129.2 however on PDF the scroll would stop abruptly when showing top and bottom toolbars while scrolling up and down.

Interestingly for v129.2 where most of the hangs are happening it aligns perfectly with this date for the hang area. Its better in v130 but still high in v129.2 with the same area where it happens

This wasn’t an issue in v128.3 so its very new for v129.0+ and specific to v129.2

Will investigate some more on what changed here but wanted to put this info here to come back to.

For QA please test how theme changes impact the web view, especially scenarios with the blank tab as a home page.
