Dragging a Tab in the Tab Tray makes the tab disappear and causes the scrollView to jump to the selected tab.

Noticed this bug on the main branch on Aug 28, 2024 version 131.0 (1).

Reproduce:

• Open enough tabs to make the tab tray scrollable (some tabs fully off screen)
• Select a tab near the bottom
• Scroll up so selected tab is completely off the screen
• Long press a tab and try to drag it to a new position

Expected Outcome:

• You can see the tab as you drag it
• The screen does not scroll unless you drag the tab out of view

Actual Outcome:

• The tab you long pressed is invisible
• The screen jumps/scrolls to the currently selected tab, even though the one you’re dragging is now “off screen”

Note that the long press is on the first tab, Facebook. It disappears, and the screen also jumps down to the selected tab.
