[Toolbar redesign] Incorrect address toolbar border

The address toolbar has incorrect borders when set to the position opposite of what position it was in at app launch

Prerequisites:

• Toolbar refactor is enabled

Steps to reproduce:

1. Open firefox
2. Navigate to Settings > Toolbar
3. Select whichever option is not currently selected (such that the toolbar changes placement from it’s current)
4. Close settings
5. Observe the address toolbars border

Expected results:

• [When repositioning from top to bottom] Border is placed at the top of the address toolbar
• [When repositioning from bottom to top] Border is placed at the bottom of the address toolbar

Actual results:

• [When repositioning from top to bottom] Border is placed at the bottom of the address toolbar, so it looks like it is separating the address toolbar from the navigation toolbar (see first video)
• [When repositioning from bottom to top] Border is placed at the top of the address toolbar (see second video)

Notes:

• Closing the app and relaunching will resolve the issue until the address toolbar’s placement is changed again
• Setting the address toolbar back to it’s original placement resolves the issue until it is repositioned back in the other placement

• Device: iPhone 15 (iOS 17.5)
• Build: v132 (main branch)

Verified as fixed on v9000 (45556), with iPhone 15 (17.5),
