[Favicons refactor] -"X.com" favicon displayed in two different ways on homepage/library history [Intermittent]

Steps to reproduce

1. Fresh install FF.
2. Navigate to x.com several times, add it to shortcuts.
3. Observe top sites section.
4. Access history panel and observe the favicon.

Expected behavior "x.com"'s favicon is correctly displayed/it has the same favicon everywhere.

Actual behavior Sometimes, two different favicons are displayed, one of them being incorrect.
