[Toolbar redesign] Top address toolbar border is not always visible on scroll

When the address toolbar is positioned at the top, and the vertical scroll offset of the screen is greater than 0 (denoting that we are not at the top of the page), the bottom border of the address toolbar should be visible. This is especially noticeable on the homepage

Prerequisites:

• Toolbar refactor is enabled

Steps to reproduce:

1. Open firefox
2. Navigate to the homepage if not already there
3. Scroll down until you see the address toolbar bottom border, keeping your finger pressed on the screen
4. Scroll up until you no longer see the address toolbar bottom border, keeping your finger pressed on the screen
5. Scroll down and observe

Expected results:

• Address toolbar bottom border is visible

Actual results:

• Address toolbar bottom border is not visible

Device / build info:

• Device: iPhone 15 (iOS 17.5)
• Build: v132 (main branch)

Validated on v9000 (45556), with iPhone 15 (17.5).
