Update onboarding default instruction set with DMA Onboarding Flow #21998

Set up the DMA onboarding flow for Europe countries as default. Follow this experiment (https://experimenter.services.mozilla.com/nimbus/ios-dma-onboarding/)

So, this is possible, but I need to know what the exact behaviour you want is. Meaning, which countries do we show the DMO flow for, and which countries do we not? We don’t have an “EU” flag in Nimbus.

Norberto Andres Furlan what’s the priority of this. I’m a bit behind on menu work (I was sick), so I need to know where to prioritize. Can this go in a dot release or is it a must for 132?

Don’t worry! We can. We figured out anyway how to exclude the experiments so it shouldn’t be a problem. We can do 133 too.
