[Favicons refactor] - Favicons don't load after tab restore

Steps to reproduce

1. Install FF.
2. Open a website.
3. Go to tab tray and close the tab.
4. Tap on undo.
5. Observe the favicon.

Expected behavior The favicon is instantly loaded after restore.

Actual behavior The favicon doesn't load after restore, the globe favicon is displayed instead.

• Device: iPhone 15 (17.5)
• Build version: v131 (45403)
• First seen version: ? Notes !This issue only reproduces with the active tab. If the tab is not selected before closing, the bug doesn't reproduce.

This doesn't look nice, could be because it requires a reload of the tab
